Two government centers providing certification services for electronically signed individuals – the Registry Center and then the Population Service at the Home Office – were created in 2008. Certificates from 2005 also provided a private Digital Center Certification Company.

However, the Mobile Signature Certificates, which the Communications Regulatory Authority oversees this market as the fastest growing service, were provided only by the Center for Certification of the Registrar Center. However, at the time, the board of the Consumer Center, through its press releases, immediately proposed a "cheaper and more flexible" alternative – a mobile signature. At the same time, it was already known that the registration certificates of the registration center were due to stricter security requirements from 1 July. will expire. As a result, users of the Registrar Center, users of the mobile electronic signature, had to exchange SIM cards and thus obtain new certified e-signature certifications that meet the requirements for them.

In particular, the new models meeting the stringent requirements were proposed by the Estonian certification company SK ID Solutions, which started operating in Lithuania at the time.

"Bitė Lietuva" and "Telia Lietuva" have gone into estuaries and some of their customers have also been transferred to Tele2 – so the registration center lost more than 200,000. users. Kalevas Pihlas, head of SK ID Solutions, also claimed he had not sought a match between Lithuanian officials.
